On September 18 the UCI has added Alexey SHMIDT and Blaz KLEMENCIC to the list of Provisional Suspensions, apparently on the basis of re-tests of old samples.

Rider Comments:

Alexey SHMIDT tested positive for EPO in September 2015 in a re-test of a sample collected during an out-of-competition control on 15 November 2011. He was provisionally suspended and is awaiting a verdict.

Blaz KLEMENCIC tested positive for EPO in September 2015 in a re-test of a sample collected during an out-of-competition control on 27 march 2012. He was provisionally suspended and is awaiting a verdict.

Three new doping cases from the Sanctions table of the UCI, updated September 28, 2015

Adrian Alejandro ALVARADO TENEB (id 19937)
Rider Comment: Adrian ALVARADO tested positive for the use of EPO on 1 May 2014. He was suspended by the UCI for 2 years, until 30 April 2016.
To be disqualified from all his results after 1 May 2014.

Karl MURRAY (id 4006)
Rider Comment: Karl MURRAY tested positive for the use of Nandrolone and Testosterone on 22 October 2013 in the Tour of New Caledonia. He was suspended by Drug-Free Sport New Zealand (DFSNZ) for 2 years, until 22 April 2016.
A salient detail. Karl MURRAY runs the company Exceed Coaching, selling coaching services for cyclists (website)
He claims that he used a new food supplement and has proven that, although they are not listed on the label, this supplement contains the forbidden substances. Nevertheless the suspension has been upheld and his coaching business ruined. (story here)

Also suspended is Jose Roberto ROJAS ROMERO (VEN19841230) for a positive in the Vuelta a Venezuela 2014, but this rider never made it to the CQ data base.

Hichem CHABANE (id 6227) does not yet appear in the UCI list but has been deleted from the UCI results from 24 march 2015 onwards. According to this article he has been suspended by the Commission National Anti Dopage Algerién (CNAD) for four years, until 23 April 2019.
He tested positive for EPO and methylprednisolone on 24 march 2015 in the Tour d’Annaba and 28 march 2015 in the Circuit de Constantine.

Rider Comment: Vegard Robinson BUGGE tested positive for the use of Terbutaline on 29 May 2015 in the 3rd stage of the Tour des Fjords. He was suspended by the UCI for 4 months, until 28 October 2015.
(He was only disqualified from his 95th place in the 3rd stage of the Tour des Fjords and keeps his other results)

On internet I did not find any reference to a positive control but, at the other hand, results in late 2014 and the course of 2015.
For 2016 he is, like in 2014 and 2015, announced in the team of Coldeportes - Claro.

Usually I put the name and the link to a source in the DopingYear.xls, but I can't find Moreno's name in any doping document in the CQ files. So it might be a mistake, although a very strange one. I assume it has been some exotic media article or so, but if you haven't found any information about a positive test, I think it's better to remove the Prov.Suspended status and 'forget about it'...

This link gives, in alphabetical order, a table of all suspensions pronounced by the UCI in the years 2009-2012.
The majority of these suspensions are covered in the CQ Doping Documents and are incorporated in the Results and Rider databases, but several cases are missing. It concerns suspensions that in the meantime have ended but which still need a Rider Comment, a line in the Doping Documents and in most cases DSQ’s.

Adonis CARDOSO ESPANOLA (id 3050)
Adonis CARDOSO tested positive for the use of EPO in the Vuelta a Cuba on 14 February 2010. He was suspended by the UCI for a period of 2 years until 28 June 2012.
No deletion from CQ results, but his Status can be changed to Retired.

Fernando ESPINDOLA (id 24492)
Fernando ESPINDOLA tested positive for the use of Cocaine in the Vuelta a Bolivia on 12 November 2011. He was suspended by the UCI for a period of 2 years until 27 November 2014.
No deletion from CQ results.

Mariano GIALLORENZO (id 1521)
Mariano GIALLORENZO tested positive for the use of Pseudoefedrine in the Giro del Veneto on 25 August 2012. He was suspended by the UCI for a period of 1 year until 15 October 2013.
To be deleted from the Giro del Veneto and Giro di Padania 2012.

Koldo GIL PEREZ (id 87)
Koldo GIL PEREZ tested positive for the use of EPO in the Volta a Portugal on 22 August 2008. He was suspended by the UCI for a period of 2 years until 1 January 2011.
To be deleted from the Volta a Portugal 2008.

Eddier Albert GODINEZ MARIN (id 6287)
Eddier GODINEZ tested positive for Clostebol in the Vuelta a Costa Rica on 22 December 2011.
He was suspended by the UCI for 2 years until 14 February 2014.
To be deleted from the Volta a Costa Rica 2011.

Josue GONZALEZ CORTES (id 12745)
Josue GONZALEZ CORTES tested positive for Clostebol in the Vuelta a Costa Rica on 26 December 2011. He was suspended by the UCI for 2 years until 14 February 2014.

Huberlino MESA ESTEPA (id 3821)
Huberlino MESA tested positive for Pseudoephedrine in the Vuelta a Tachira on 19 January 2010.
He was suspended by the UCI for 1 year until 8 December 2012.
To be deleted from the Vuelta a Tachira 2010 only. His Status can be changed to Retired.

Lauro Cesar Mouro CHAMAN (id 10624)
Lauro CHAMAN tested positive for Methylhexaneamine, Amfepramone, Norandrosterone, Noretiocholanolone and Mephentermine in the Copa do Mundo de Ciclismo Paraolímpico de Cantimpalos on 10 June 2011. He was suspended by the UCI for 2 years until 7 September 2013.

The Rider Comment of Kirill SVESHNIKOV still states that he is waiting a verdict but, as mentioned in the CQ Doping document 2014, his Provisional Suspension was lifted in April 2014.

His Rider Comment (and the CQ Doping Document 2014) still states that Roman KREUZIGER is waiting a verdict, but this case is over since last year.
To summarize the story I suggest you change his Rider Comment to: Roman KREUZIGER tested positive through his biological passport in 2011-2012. He was provisionally suspended by the UCI in August 2014 but subsequently cleared by the Czech Olympic Committee in September 2014. UCI and AMA filed an appeal against this decision with the TAS, but dropped the case in June 2015.

In the CQ Doping Document 2014 you show Luca CINGI, Giovanni DI MARIA and Massimilliano SUSINI as provisionally suspended after positive tests in July 2014.
I found the verdicts for all three in this (very long) list of suspensions by the FCI.
Luca CINGI is of the three the only one in the CQ Rider Database. His Status should be changed to Suspended and you can add as Rider Comment: Luca CINGI tested positive for EPO on 19 July 2014 in Cirie - Pian della Mussa. He was suspended by the Italian Federation for 2 years, until 18 July 2016.

In the same list you also find Alexander BAZHENOV (id 377)
In his CQ Rider Comment is mentioned a suspension in 2009/2010 but he has been positive a second time in 2011 and is now suspended for 8 years.
Add to his Rider Comment:
Alexander BAZHENOV tested a second time positive, this time for Carphedon, on 25 September 2011 in the Gran Fondo Noberasco in Albenga. He was suspended by the Italian Federation for 8 years, until 4 October 2020.

The list also gives the end date of the suspension of Riccardo RICCO which you can add to his Rider Comment: , until 18 January 2024.
