As he raced a UCI race for the team, he must have been part of it.
I'll mention him with a contract until end of March.
But what about his license/nationality? He changed to Chili in 2011, but has he returned to a Russian licence now?

In the UCI results of the Vuelta al Uruguay 2016 the code of Sartassov is indeed “RUS”, but that happened off and on the last years. The same years you find him also as “CHI”.
He is living for (at least) the last 20 years in Chile and represented Chile in 2011 in the World Championships. Would be surprised if he has changed back to his original Russian nationality. It is a lot easier to travel around in South America with a Chilean than with a Russian passport.
