He must have left the team before the start of the Tour of Iran-Azerbaijan, because he was in that race member of an Iranian selection, whilst Pishgaman was participating as well.
Tabriz Shahrdari Team
Out: ALIZADEH CHAKHLOU Jafar and NAJAFI Bahram
Same trick as with Beikkhormizi, they left their CT in order to be able to participate with the national selection in the Tour of Iran-Azerbaijan (and have 8 riders of Shahrdari instead of 6).
VIB Bikes
Out: ALMSETIF Abdulrazzak and JAWAD Ali Hassan Mansoor
The team got two new riders on 6/10, so they had to release two to stay within the rules.

Carmelo Franco MARTINEZ is probably an error in the UCI results and should be Bonijoe MARTIN.
He is on the startlist but is missing in the result.
