The UCI site gives in addition to the Elite also an U-23 result, complete with separate UCI points, although, judging by the times, it was a combined race. Like they did already often in previous years, they continue violating their own rules as Article 2.10.008 clearly states that in case of a combined event only the Elite points scale applies.
If you want to integrate the U-23 riders in the CQ result then 8-10 changes as follows:

The races did take place because the local newspaper proudly lists in this article all the medals the riders from the region won in the different events and CQ Women gives Aranza Villalon as winner of the women ITT and RR championships, probably based on what she wrote April 1 on facebook: https://www.facebook.com/aranzavillalons?fref=ts  
So you just have to find the twitter or facebook accounts of the guy(s) that won the men’s titles…
