There are some differences between the results on the facebook page of the Indonesian Cycling Federation, CQ and the UCI. ITT: The Federation has in the Elite result ADFINA Muhammad Ikhsan as 4th (+1’01”). He will be 5th after integration of the winner of the Juniors Nandamulya Shafrirat, full name HASCARYANDI Shafrifat Nanda Mulya. ADFINA is missing in both CQ and UCI. RR: WIBISONO and ADFINA, 3rd and 10th in the result of the Federation and of CQ, are missing on the UCI site. Suggest to follow in both cases the Indonesian Federation. …and this - Hans wrote:

For Cycling Fiji Apisai VAKACEGU is the national champion, based on the combined time of ITT and RR. ( facebook) Peter SINCLAIR, president of Cycling Fiji, is an Australian living in Fiji since 2006 as a water resources advisor to the Pacific Community. ( Link with photo) John MCKEE is from New Zealand and is the coach of the national rugby team of Fiji. ( Wikipedia) Chris O'NEAL is probably from Australia or New Zealand. | There's a mystery about Hungarian RR championships.
U23 Attila Valter has won the race but UCI considers Barnabas Peak, U23 rider as well, as the winner. He was wearing the national champion jersey in the last months anyway?
The results published on UCI site are : 1 22 PEÁK Barnabás HUN M 20 3:48:41 4 34 DINA Márton HUN PANNON CYCLING TEAM M 22 3:48:41 5 121 SZÖLLŐSI Ferenc HUN PANNON CYCLING TEAM M 20 3:48:44 6 38 SIMON Péter HUN PANNON CYCLING TEAM M 27 3:48:48 7 32 KUSZTOR Péter HUN MY BIKE STEVENS M 34 3:48:48 8 35 HOLLÓ Botond HUN PANNON CYCLING TEAM M 26 3:48:51 9 118 DINA Dániel HUN PANNON CYCLING TEAM M 21 3:48:56 10 27 LOVASSY Krisztián HUN KOBANYA CYCLING TEAM M 30 3:48:56
So no 2nd and 3rd (I guess they were Attila Valter and Gergo Gönczy)...Why ?
Edit : Valter & Gönczy are, also on UCI website, the only 2 riders ranked in the U23 race !!
1 122 VALTER Attila HUN PANNON CYCLING TEAM 20 3:47:51 50 2 113 GÖNCZY Gergő HUN 22 3:48:08 30
That's weird !!

This has already mentioned somewhere else on the CQIC. Peak officially competed as an 'elite' rider. So in the combined elite and u23 race, u23-riders Valer and Gonczy finished 1st and 2nd, but in the separated elite result, Peak was nr 1. As only the elite nr1 is the weare of the national champion's jersey, this must have been the reason that Peak rode the NCh's as an elte rider. Still, I'd find it much more logical that in a combined u23-elite race the overall winner would be allowed to wear the national jersey, instead of the first elite rider.

Ok. Thanks for the answer Leon...But I still don't understand why Peak is considered as an Elite rider, while not racing for a Pro Team nor being older than Valter and Gönczy !!

As I said: I think he voluntarily competed as an 'elite' rider, so he was able to ride UCI races in the national champion's jersey. That might also be the reason that he did not win the combined race: he was focussing on his elite rivals, and not on both u23 riders.

What is really weird in this story is how the UCI handled it, in violation of their own rules (2.10.008): “Where elite and under 23 men compete in their national championships in the same event, points shall be awarded according to their position in the event classification”. The complete (separate) results of the Hungarian federation are here: http://bringasport.hu/verseny/orszaguti-ob/?fbclid=IwAR3uTfe20qZak2JWbnsN1uqISxYC7q6IGKPe23sda-Cn5GEtk4arDp9PvMYThere were 15 U23 riders completing the 10 laps and 35 Elite. The first two Elite riders, Peak and Marton Dina are less than 23 years old. The other Elite finishers are “real” Elite riders. Following the rules the UCI created out of this an integrated event classification. However, they did not include the first two of the event, the two U23 riders Attila and Gönczy. Instead they kept number 1 of the Elite (Peak) on 1, put number 2 of the Elite (Marton Dina) on 4, leaving 2 and 3 blank. Attila and Gönczy appear as the only two finishers in a separate U23 result, even on a different date: 28 June, three days too before the race. They also got the UCI points corresponding to the first two of a separate U23 championship (50 and 30), but that happens to be the same point scale as for an Elite championship Class “B”. Also Peak got 50 points for his “1st place”, instead of the 20 he should have had as 3rd of the event. So Peak is the real winner in all this: Champions jersey and extra UCI points. Question remains who determines whether a rider of less than 23 years old qualifies as an Elite: the rider himself?, his team?, the national federation?

This could be the 2019-championships? Or it might be an administrative mistake by the UCI? Sunnatov-Siddikov-Karimov... same top-3 as the NCh RR of 22-6-2018...

It seems that 17/18 November is an error of the UCI and that the results are actually of the 2018 championships held in June. The facebook page of the Uzbekistan Cycling Federation gives in a post on June 23 the top 3 of the Men, Women and Junior RR. Not only the top 3 men are the same, also the top 3 women are the same as what the UCI made happen five months later. A post on June 19 shows photos of a time trial and the text states that the national championships started that day and will continue till June 22. We can therefore assume that the ITT championships, according to the UCI held on 17 November, took in reality place on 20 or 21 June in Jizzakh.
