If he was Junior in 2018 and joins a CT in 2019, his year of birth must be 2000.
There are two young Hungarian riders with the name Balint VARGA but they are born 1999 and 2001:
HUN19990417, ID 10015815226. Participated in road races but is mainly active as MTB rider. Was already Elite-2 in 2018.
HUN20010503, ID 10023654846. Participated in the Junior 2.1 UCI race Belgrade Trophy Milan Panić with a Hungarian team that also included Abel MESZAROS who is joining Kometa. But this Balint is still Junior in 2019.

I guess it is Balint 2001 coming to Kometa, but for next year only in the Junior team.
