According to this article ( http://www.groupelavenir.cd/spip.php?article48308 , bottom half of the page) the Championships were actually held in two stages, a criterium of 80 km on 22/12 and a road race of 107 km on 23/12, with a final ranking on points.
The first nine were:

Although it was mentioned in the press that the RR Championships of Paraguay were cancelled after an accident, the website of the Cycling Federation of Paraguay gives after all a result here
