Maybe you can add rider comments to explain "blanks" in the careers of some riders.

Rory SUTHERLAND tested positive for clomiphene in 2005 on the Deutschland-Tour. He was suspended by the Belgian Cycling Federation for 15 months, until 15 December 2006.

The UCI table now gives as the Anti-Doping Rule Violation the “Use of Meldonium” on 23 December 2016 and no longer, as originally stated, an Adverse Analytical Finding on 10 March 2017 at the occasion of the first stage of the Istrian Spring Trophy. He may have admitted previous use as an explanation for his positive. As known, meldonium remains traceable for several months.
New Rider Comment: Maksym AVERIN was suspended by the UCI for 15 months, until 22 March 2018, for the use of Meldonium on 23 December 2016.

The UCI table specifies a suspension of 15 months but in fact there are only 11 months between the date of the positive test and the end of his ineligibility?

The website of the Comision Nacional de Control de Dopaje of Chile ( http://www.cncd-chile.cl )
gives tables with Chilean athletes currently Provisionally Suspended (link1) and Suspended (link2).
The tables include several cyclists who are not in the UCI lists. Three of those are in the CQ database.

There are about 40 riders in the posts under this Topic whose DQ’s are still pending and another 12, in a post of 18 January 2016, that need to be treated altogether.
I am sure you have your own records but I can post an overview if that is of any help as a checklist.
At the rhythm of one rider a day you could get rid of all of them just before Christmas…

Some info on three cases of riders with the status Provisionally Suspended.

BULGARELLI Otavio Didier
Ottavio BULGARELLI was accused of tampering with a sample but has been acquitted early July 2017 by the ABCD (Autoridade Brasileira de Controle de Dopagem): https://revistaridebike.com.br/2017/07/07/otavio-bulgarelli-foi-inocentado-apos-ser-acusado-de-doping/
You can change his Status back to Elite-2 and add a sentence to his Rider Comment: Early July 2017 he was acquitted by the Autoridade Brasileira de Controle de Dopagem and his suspension was lifted.

(It is totally unfair of the UCI to use the case of Bulgarelli in a press release to justify the temporary suspension of the team of Funvic Soul, and to remain silent when he is acquitted. They just removed him from the table of Provisional Suspensions without any further comment.)

GALVIZ GARCIA Carlos Johan
According to cyclingnews Carlos GALVIZ did not test positive during, but a few days before the Vuelta a Costa Rica 2015, in an out of competition control in Venezuela. He tested positive for Boldenone.
As this case is handled by the Venezuelan authorities, he does not appear in the tables on the UCI site. It also explains why there is, almost two years after the facts, still no further information. I doubt it will ever come ….
Suggest to change his Rider Comment to: Carlos GALVIZ tested positive for Boldenone in an out of competition control in December 2015. He was provisionally suspended and is awaiting a verdict.

VILLEGAS DUQUE Cesar Augusto
He is already for more than three years in the database as provisionally suspended, after an EPO positive in an out of competition control in 2014.
Other than the fact that he was fired by his team Orgullo Antiqueño in July 2014, I could not find any info about an actual suspension. He has not appeared in any results anymore.
Suggest to change his status to Retired, and only keep the first sentence of his Rider Comment.

In the UCI Sanctions table the disqualification period of Eugen WACKER, who tested positive for Meldonium at the Asian RR Championships on 2 March 2017, started retroactively on 08.01.2016* and he has therefore in the UCI results been disqualified from his 4th place in the ITT Championships held on 27 February 2017.
*As he is suspended for 15 months, until 07.02.2018, the correct start date is probably 08.11.2016
