Kristian JUEL moved to Australia before he was in his teens. He holds a Danish passport but is considered permanent resident and as such he may ride the Australian (and Oceanian) championships.
I'll leave the nationality to you guys.

The local press announced this team from the République Arabe Sahraouie Démocratique (Sahrawi Arab Democratic Republic) as “guests of honour” in the Tour d’Algerie.
However, SADR is only recognized by a limited number of countries as a sovereign nation, and they are no member of the UCI (nor IOC). Therefore they cannot participate in a race of the UCI calendar under their own flag.

It seems that the Algerians have solved this problem by giving them Algerian licences because in the official results you find them, mainly as DNF’s, with ALG codes (with different spellings due to the transliteration from Arabic):

However, to make it into the CQ rider database they should score a CQ result in one of the events of the Tour d’Algerie: top ten in a stage or top twenty in a final result. Highly unlikely with the level of participation.

Actually, their presence may also explain why, contrary to previous years, Morocco, in conflict with the SADR over the Western Sahara territory, is this year absent in Algeria.
That much for the separation of sports and politics
