His name can be found in this list of Ethiopian and Eritrean (Amharic) names.
It is ገብረ እግዚአብሔር, transcribed as GEBREIGZIABEHER and meaning “Servant of the Lord”.
The spelling is slightly different from both GEBREZGABIHIER and GEBREIGZABHIER.
It seems to me that these differences are caused by using different systems for the transliteration of Amharic into roman characters as, according to this table, there are at least ten different systems to do so.
Therefore, all three spellings can probably be considered “correct”, but for all practical purposes I suggest to change him in the CQ database to the spelling of his team’s website (and of the UCI, although they still added an H in GHEBRE).
The second name EGERZEIGZAARHKA can be found in many of his results, including on the UCI site.
No idea where WERKILUL is coming from. As you said, this appears so far only in the UCI team roster.

The correct spelling and sequence of names of riders from Ethiopia and Eritrea will remain an eternal puzzle, also for another reason: Surnames or family names do not exist.
According to the naming convention in Ethiopia and Eritrea a person is known by: A (given name or first name), B (father’s first name) and C (grandfather’s first name).

For our man this probably means that his given name is Amanuel, his father’s first name Gebreigzabhier and his grandfather’s first name Egerzeigzaarkha (or Werkilul?).

Question for CQ:
Do you want to identify riders from Ethiopia and Eritrea in the data base as: Abc, Bac or BCa ?
Whatever the choice, there are probably a few corrections necessary to make it consistent.

On his twitter he calls himself Tsgabu Grmay so I assume it should be GRMAY, like on the UCI site. The naming conventions for Eritrea and Ethiopia are the same.

I think I got the ANG19991005 here, but the links you mention are certainly more reliable.
Year of birth 1998 also fits better with two articles where he is 16 years old in 2014 (link) and 18 years old in 2016 (link)
