Something else. After Eritrea and Ethiopia, an attempt to put some consistency in the Kenyan names.
The principle is SURNAME, First name, Middle name.
Surnames were introduced by the British during the colonial time, the middle name is the “Kenyan” first name given at birth and the first name is added at the time of baptism (often a “Western” name).
This gives the following changes:

Id 25747, DIARRA Bourama and id 20857, DIARRA Bréhami (MLI19841229) are the same rider.
The first names Bourama, Bréhami and Birama, seem to be mixed up more often in Mali because id 25748, COULIBALY Birama (MLI19940213), can also be found in results, with the same code, as COULIBALY Bréhima and COULIBALY Bourama.
In the UCI results it is Bréhami, like for DIARRA.

Something clearly goes wrong here in the database. I've put both riders back on Suspended, let's see what happens...

They're back to Elite-2.  I don't think anyone of us is putting them actively back to status Active.  I can't think of any process that would set their status back to Active.  I am puzzled

I've set Memoli to suspended again.

If they hold more than 12 hours, the problem is just with the suspensions.

Good point. I've set those 3 to retired.

Since the problem persists: Memoli ("retired") and Gumerov ("prov. suspended") got test values this morning.
