Northern Ireland is part of the United Kingdom of Great Britain, same as Wales, Scotland and England.
The Republic of Ireland is an independent nation.
In Northern Island the currency is British Pounds, in Ireland Euros.
Assume that riders from Northern Island fall under British Cycling and have GBR codes.

I googled a bit further and it seems that my assumption that riders from Northern Ireland fall under British Cycling is incorrect.

On the website of Cycling Ireland it is stated that CI are the National Governing Body for the sport of Cycling on the island Ireland, affiliated to the Union Cycliste Internationale (UCI). Cycling Ireland promote cycling in all 32 counties of the island Ireland i.e. the 26 counties of the Republic of Ireland and the 6 counties of Northern Ireland.

Concerning the licenses they issue for cyclists residing in Ireland (the island) I found the following statement:
Applicants for licences should be aware that the UCI rule relative to where a licence is obtained states that it is the National Federation of the country in which the applicant is normally resident at the time of the application. The UCI code on the licence is determined by the rider’s nationality. Applicants living in Northern Ireland should be aware that in the event of them indicating their nationality as British then their UCI code will be GBR and as such they will not be eligible to ride in Irish National Championships. It is recommended that on receipt of your licence that a check be made to ensure that the correct UCI code is given and if not the licence should be returned to Kelly / Roche House for the licence to be re-issued with the correct code. Remember unless your UCI code is IRL you will not be eligible for Irish National Championships.

In the database is a Leonard TSOYO (id 15870, 2nd in the RR Championships of Malawi 2010) and a Ronald TSOYO (id 19064, 1st in the RR Championships of Malawi 2011), both with code MAW19760822.
At the Commonwealth Games 2014 Malawi was represented by Mataya TSOYO, also MAW19760822.
I assume that, unless they are triplets, this is one and the same rider.
Suggest you call him TSOYO Leonard Ronald Mataya.

Even in Rwanda they do not know, because in the local press he is spelled ALELUYA in the first paragraph and ARERUYA in the last paragraph of this report about the Tour de Côte d’Ivoire….

But as the UCI and the twitter of Team Rwanda Cycling call him ARERUYA, I assume that it should be changed to 2 x ”R” in CQ.
