Agree that it is difficult to decide where to draw the line for the use of special characters in the spelling of rider names.
When you search the rider database for Joao you find 11 Joao's and 6 João's.
Suggest you spell them all the same way, either with a or with ã, whatever you choose Smile

I believe Seong Hoong Then (MAS19691130) is the same guy as Seong Hoong Tsen (MAS19691109). The right name seems to be Seong Hoong Tsen, the right date of birth 30-11-1969.

On internet I found his name spelled in both ways, both mostly as "Tsen". His date of birth was more difficult to find, but next link convinced me:
