It is a matter of different methods of transliteration of Farsi into Roman characters.
If one follows the spelling used on the website of the Iranian Cycling Federation it is ASKARI Hossein.
In case you also want to change other riders in the CQ database consistent with the spelling of the Iranian Cycling Federation, then there are the following (and probably a few more) corrections to be made:

What I conclude from Wikipedia is that the island is called Saint Martin, the French part Saint-Martin and the Dutch part (since the dissolution of the Netherlands Antilles on 10-10-2010 a “constituant country of the Kingdom of the Netherlands”) Sint Maarten or St. Maarten.

Yes, if a rider from Bonaire, Saba or St Eustatius makes it to the CQ database, then he should be NED, just as riders from Martinique and Guadeloupe (and Saint-Martin, Steve CATALAN, id=20491) are FRA.

There is something strange with him because I am quite sure that his fist name is Maidos and his family name is Tilegen but even his team calls him Tilegen Maidos. Local press used to call him Maidos Tilegen.
