Doping cases

In the doping-excel-sheet 2013 there are under “waiting for official verdict” four positives in the Clasico RCN 2013. One finds on internet several stories (like this one), but nowhere a word about official sanctions. Closest comes the statement of the President of the Colombian Federation in this interview, predicting that all four will get a two years suspension.

Jorge Humberto MARTINEZ has, according to the interview, admitted the facts.
Suggest you put him on Retired and add a Rider Comment: Jorge MARTINEZ tested positive for EPO in October 2013 in the Clasico RCN. He was suspended by the Colombian Federation for 2 years.

Diego QUINTERO has a blank in his results in 2014 and 2015, so one could assume that he indeed was suspended for two years. Suggest to add the same Rider Comment as for Martinez.

Jair PEREZ has a blank in 2014, but is back in official results in February 2015.
He might have gotten away with one year only.

Omar PUENTES, the fourth rider concerned, is not in the CQ database.

According to this article dated 3 November 2011 he was suspended by Coldeportes for the year 2012:

Pablo RAMIREZ GARRIDO is “waiting for official verdict” in the 2011 excel-sheet.
It seems that the missed tests in the Vuelta de Chile concerned a high testosterone level, but that he has not been sanctioned as this high level could have had a natural cause.

In the excel-sheet 2013 there is under “waiting for official verdict” (Sayar) + 2 others in the Tour d’Algerie.
The Sayar story is covered under the suspensions and it has never been clear who the other two may have been.
Sayar is the only one who has been disqualified in the official UCI results of the Tour d’Algerie.

Constantino ZABALLA
In the 2014 excel-sheet he is “waiting for official verdict” but in the database his status was changed to Retired.
On the UCI site he is still in the official results of the Szlakiem Grodow Piastowskich 2014, where his positive was supposed to have occurred.
ZABALLA is also in the 2010 excel-sheet with the note: to be deleted from races in 2010 and 2011.

Anthony SAVO is “waiting for official verdict” in the 2011 excel-sheet.
The comment on his rider page in the database says the same.

This table, starting from 2009, is rather long (maybe not surprising for a country with a population of over 1.3 billion) but there are only a limited number of cyclists. Two of those are in the CQ Rider Database.

Rider Comment: Radhav OMKAR tested positive for 19-Norandrosterone & Metabolite of Nandrolone on 21 November 2013. He was suspended by the Indian Federation for 2 years until 20 November 2015.

Rider Comment: Amit KUMAR tested positive for Methylhexamine on 27 December 2014 in the National Team Time Trial Championships and on 7 February 2015 in the National Games. He was suspended by the Indian Federation for two years until 2 March 2017.

The given names of CADENA SASTOQUE (id 23913, Prov. suspended) are not Julio Cesar but Juan Carlos, as correctly stated in his Rider Comment. Julio Cesar, born 1963, was professional between 1987 and 1994 with Café de Colombia and Kelme.
By the way, you should still add 2017 to the date in the Rider Comment.

Update of the UCI sanctions table of 15.12.2017
An interesting case of an AAF of a “Specified Substance” for which the rider was not Provisionally Suspended but where he, after presenting his defence, was (retroactively) suspended for just 2 months: Michael BRESCIANI.
As the suspension has already ended, and as there are no DQ’s, you may just add a line in the excel sheet and a Rider Comment: Michael BRESCIANI tested positive for Furosemide at the Italian national championships on 26 June 2017. He was suspended by the UCI for 2 months, until 10 October 2017.
